The Board of Directors of the Cedar Hill Public Improvement District #1 at High Pointe (HPPID) will conduct its October meeting Thursday, October 9, 2008. The meeting begins at 6:30 p.m. in Room 19, High Pointe Baptist Church, 101 High Pointe Lane, Cedar Hill. TX 75104.  This meeting is a regularly scheduled meeting of the HPPID Board of Directors and is for the purpose of conducting business matters that impact on the High Pointe community  The meeting is open to the public and all interested residents are invited to attend.  The meeting location is accessible to the handicapped.  Additional information is available by email to HPPIDInfo@aol.com, or from the HPPID web site at www.highpointeinfo.com.

HPPID Board of Directors Vice President Jan Lovell has prepared the following announcement –

It’s hard to believe another year has gone by! Here we are and it’s time to elect new directors to the three vacancies which will occur on the HPPID Board effective October 1, 2008. Each year, at this time, we ask for the High Pointe residents who wish to place themselves in nomination to submit a resume. For you to be considered for election, you must have your resume in by September 4, 2008.

Your resume should include your name, address, telephone number, e-mail address (if applicable), background, a brief summary of why you want to be on the Board, and how you believe you can contribute to its success. Resumes must be received by September 4, 2008.

In an effort to maintain the lines of communication, the Cedar Hill Police department’s new Crime Analyst has begun producing a report of neighborhood crime statistics. • one-year operating budget for October 2008 – September 2009.
• five-year funding requirements plan for years 2008 – 2013.
• assessment rate of $0.10 per $100.00 of assessed property value for tax year October 2008 – September 2009.

1. Code Enforcement Services – unchanged.
2. Police Patrol Services – unchanged.
3. Water and electricity – increased based on past and projected usage as well as new areas serviced.

1. Base Maintenance Contract decreased from the 2007-2008 budget. This reflects the removal of fees for tree pruning. The contract covers services previously funded separately – seasonal flower plantings and tree maintenance, and additional areas serviced in The Reserve, Phase III, and the Joint Venture site – Flameleaf storage tank.
2. Holiday Lighting – increased for additional lighting and at new locations.

1. The Securit Camera program will go live in July 2008. The Board has earmarked funds to expand this security measure in the upcoming fiscal year.
2. High Pointe Fence Enhancement – Improving the drive up appeal of High Pointe’s major streets has been a point of empahsis of CHPID#1 since inception. Capital Improvement funds will be distributed to complete fencing on High Pointe Lane and Strauss Road.
3. Landscape Enhancement – Additional trees and flower beds are targeted.
4. Hardscape Enhancement – Decorative stop signs, benches and pads are planned for various sections of High Pointe. The Board looks to replicate the “Old Town” feel, seen in downtown Cedar Hill.

 The Board of Directors of the Cedar Hill Public Improvement District #1 at High Pointe (HPPID) will conduct its a budget workshop on Saturday, April 26, 2008. The meeting begins at 12:00 p.m.. at the Meadows Park, 1555 Hamilton, Cedar Hill, TX 75104. At 12:15 p.m., the board will leave the park to conduct a drive thru of potential sites for Capital Improvement Projects for the 2008-2009 fiscal year.

HPPID Board of Directors “calls” for Public Input

The next regularly scheduled meeting of HPPID’s Board of Directors is Thursday, May 8, 2008.  The meeting will begin at 6:30 p.m. in Room 19, High Pointe Baptist Church, 101 High Pointe Lane, Cedar Hill.  The May 8 meeting will be for the purpose of conducting business related to the operation and management of Cedar Hill Public Improvement District #1 at High Pointe, commonly referred to as HPPID.  The meeting is open to the public and all High Pointe residents and other interested persons are invited to attend. 

In addition to Citizens Forum, the meeting will include a public hearing so High Pointe residents can recommend construction and services items for the Board to consider as it prepares its operating budget for the new fiscal year beginning October 1, 2008.  Referred to as capital expenditure projects or CEP’s, previous CEP’s have include new vinyl privacy fences along New Clark, Wintergreen, Cedar Valley, Straus and Old Straus.  Other CEP’s included new entry monuments, decoratives planting beds, added lighting and irrigation.  Approximately one third of HPPID’s annual operating budget is dedicated to CEP’s and public input is requested to insure all HPPID residents are afforded the opportunity to submit their input for the Board’s consideration.
